She is a passionate Humanitarian, Minister of the Gospel, Licensed Private Investigator, and Master Life Coach. Her academic background includes multiple degrees in Criminal Justice, Psychology, and Divinity.

At the age of sixteen, he became system-impacted-an experience that profoundly shaped his lifelong commitment to cultural healing, mentoring, character development, and disrupting destructive mindsets and patterns among youth.

Dellums African American Leadership School.

Associate Chief Cordray is a North Charleston native and a 30-plus-year veteran of the North Charleston Police Department. She began her career in 1992 and is a Distinguished Graduate of the South Carolina Criminal Justice Academy. Throughout her career, she has led crime analysis, accreditation, and data modernization efforts, with a strong focus on data-driven strategies to reduce gun violence, strengthen community partnerships, and improve information sharing.

She is a graduate of the Southern Police Institute’s Administrative Officer’s Course and the University of South Carolina School of Law’s Excellence in Policing and Public Safety leadership program. In 2018, she became the first woman to serve as Deputy Chief in North Charleston and currently leads initiatives focused on transparency, operational effectiveness, and community trust. Chief Cordray will be finishing her Bachelor of Science in Criminal Justice Administration this spring at Columbia Southern University.

A native of Columbia, South Carolina, Constance Lake has dedicated her career to addressing community crime through both prevention and intervention. During her tenure with the South Carolina Department of Juvenile Justice (DJJ) and the Columbia Police Department, Constance focused on youth development by connecting at-risk youth with wraparound services and prioritizing community engagement. Currently, she serves as the Director of the SC Department of Public Health’s CVIP unit, where she allocates critical funding to community-based organizations supporting areas disproportionately impacted by violence. Constance also serves as a part-time Deputy Sheriff for Richland County and is currently pursuing a Master of Social Work degree.

Alliance is a collaborative community initiative focused on violent crime prevention, mental health intervention, and restorative engagement, 

 

Alongside Haven McNeal-Lingard and operating under TOUCH Community Health & Wellness and Tribe of Judah, Mavis Manigault is the co-founder and ambassador of the H.E.L.P.S. Alliance. The H.E.L.P.S. Alliance is a collaborative community initiative focused on violent crime prevention, mental health intervention, and restorative engagement, implemented through strategic partnerships with law enforcement, justice systems, and community organizations.

Her work centers on building trust, increasing public safety, and addressing the root causes of violence through prevention, education, and early intervention. In partnership with the North Charleston Police Department, North Charleston (C.A.P.S.), Charleston County Sheriff’s Office Community Engagement Division, Charleston County Juvenile Detention Center, and Charleston and Berkeley County Arbitration Services, the H.E.L.P.S. Alliance has hosted and supported community safety forums, youth empowerment and sports-based violence prevention events, health and vendor fairs, mental health awareness initiatives, conflict-resolution workshops, and reentry-focused community engagements.

These events are designed to connect residents—especially youth and justice-impacted individuals—to resources, mentorship, and supportive services while reinforcing accountability and positive pathways forward. The H.E.L.P.S. Alliance serves as a bridge between law enforcement and the community. Through collaborative events, trauma-informed programming, and proactive mental health directives, the Alliance works to reduce violence, prevent recidivism, and strengthen community-police relationships for long-term neighborhood stability.

Billy Moore is a published author, and site supervisor for a local CVI organization, that uses a holistic approach that supports the mental and social needs of high-risk young men living on the south and west sides of Chicago. 


Unfortunately, at the age of 16, Billy was convicted of first-degree murder and served 20 years in prison. While

Unfortunately, at the age of 16, Billy was convicted of first-degree murder and served 20 years in prison. While serving time, Billy earned his GED and an associate’s degree in general studies from Illinois Central College. After being released, after enrolling in Southern New Hampshire University, Billy earned his bachelor’s degree in general studies with a concentration in social and societal problems with honors. 


 He remains deeply committed to empowering local leaders to reduce violence, foster trust, and build sustainable community safety networks that reflect shared accountability and collective healing.

His work bridges the disciplines of restorative practice, critical pedagogy, and social-emotional learning, centered on the belief that healing, creativity, and justice are essential to community transformation.
